Some reasons sectioning may be prohibited are due to material usage like ultra-high-strength steel (UHSS), panel layering/construction, or if the damage is in a crumple zone.

They mention the importance of checking the body repair manual for the particular vehicle you are repairing, because sometimes the construction design of the vehicle may be changed for different model years. Although the body repair manual normally specifies GMA plug welding to replace a spot weld, it is not the preferred method. The preferred method is to use squeeze-type resistance spot welding (STRSW).
