Are the fender bolts one-time use fasteners?

Per the 2015 Ford F-150 Workshop Manual, the fender bolts are not listed as one-time use.

Per the 2015 Ford F-150 Structural Repair Training (FOR06) course: “Fasteners with damaged coatings must be replaced because there are no aftermarket replacement coatings available.”
