What does I-CAR say about drilling holes to perform PDR repairs?

Per I-CAR curriculum: "When performing PDR, do not drill access holes. If holes must be cut to access the panel backside, PDR is not an acceptable option. Adding holes to a structural part can alter the structural integrity of the vehicle, creating collapse zones where none were intended.
Foam should not be removed when performing PDR. It would be difficult to reinstall foams in many situations.
PDR should not damage other parts during the dent removal process. An example of this may include elongating an access hole by placing pressure on it during the dent removal process.
Be aware that the finish may be damaged during dent removal."
